Abstract

Penelitian ini bertujuan untuk mengetahui strategi komunikasi yang diterapkan Pemerintah Kota Pasuruan untuk meningkatkan partisipasi masyarakat melalui aplikasi E-Sambat. Dengan pesatnya perkembangan teknologi informasi dan komunikasi, pemerintah daerah semakin gencar mengadopsi teknologi sebagai upaya untuk meningkatkan keterlibatan masyarakat dalam proses pengambilan keputusan dan pembangunan. Metode penelitian yang digunakan adalah analisis deskriptif dengan pendekatan kualitatif dengan metode kajian pustaka sistematis menggunakan 120 artikel ilmiah yang bersumber dari basis data Scopus. Kajian artikel menggunakan aplikasi VOSviewer. Hasil penelitian menunjukkan bahwa Pemerintah Kota Pasuruan telah berhasil menerapkan strategi komunikasi yang efektif melalui aplikasi E-Sambat untuk meningkatkan partisipasi masyarakat dalam proses pembangunan. Aplikasi ini memungkinkan masyarakat memberikan masukan, keluhan atau saran secara langsung kepada pemerintah terkait berbagai isu terkait pembangunan dan pelayanan publik. Strategi komunikasi yang diterapkan meliputi promosi aktif melalui media sosial dan papan pengumuman elektronik, mengadakan pelatihan bagi masyarakat terkait penggunaan aplikasi, serta memanfaatkan acara dan kegiatan masyarakat sebagai kesempatan untuk memperkenalkan dan mempromosikan E-Sambat. Oleh karena itu, penelitian ini dapat dikembangkan lebih lanjut dalam strategi komunikasi pemerintah Kota Pasuruan. Data penelitian diperoleh dari beberapa bagian, antara lain: mencari informasi sesuai dengan tema Strategi Komunikasi Pemerintah, menganalisis hasil temuan masalah, menggabungkan temuan teori dan konsep yang akan digunakan, menjelaskan metode yang digunakan, menjelaskan penyajian data berdasarkan struktur pertanyaan penelitian, dan membahas hasil penelitian. Hasil penelitian ini memberikan kontribusi bagi penyusunan peta jalan penelitian mengenai strategi komunikasi pemerintah Kota Pasuruan dalam meningkatkan partisipasi masyarakat melalui aplikasi E-Sambat. Keterbatasan penelitian ini adalah data sekunder yang belum dimanfaatkan secara maksimal seperti penelitian ilmiah dari sumber lain, namun artikel yang digunakan hanya bersumber dari database Scopus sehingga hasil temuan penelitian belum dapat menggambarkan secara komprehensif mengenai strategi komunikasi pemerintah Kota Pasuruan dalam meningkatkan partisipasi masyarakat melalui aplikasi E-Sambat. Penelitian selanjutnya perlu menggunakan artikel ilmiah yang bersumber dari database internasional lain yang bereputasi, seperti Web of Science dan Dimensionds Scholars.
